Twenty years have passed since the Second Shivan Incursion. When Capella was destroyed, it drove the Alliance into a state of panic. If the Shivans ever returned, how could we possibly stop them? Our most powerful warship was unable to stand up to the Sathanas's forward cannons, and anything else in our fleet would be annihilated in a single salvo. This fear led to the institution of the Armada Declaration, a program of massive military overspending. With the funds provided by the Armada Declaration, the GTVA has made huge military advancements. New beam weaponry has been developed, including super-heavy cannons that can obliterate capital ships in two pulses. Warship point-defenses have been greatly improved, particularly in the area of basic laser turrets and missile launchers. Nearly every GTVA warships has been either replaced or upgraded, and the Alliance's fleet is vastly superior to what it was twenty years ago.
