The old Arcadia station was obsolete even before the Capella incident. The Arcas, an even larger installation, is designed to replace it completely. Combining top-of-the-range military hardware with a huge hangar deck for launching freighters and small cruisers, the Arcas serves far better as a secure military base for the Alliance. Several feet of armor plating gives the Arcas an integrity rating far in excess of a destroyer-class warship, and its extensive array of huge and medium beam cannons gives it the teeth to take on multiple warships simultaneously.
