Intelligence is presuming that the Adharan militia bought the plans - stolen by the Hammer of Light during the Templar rebellion - from a fugitive HOL leader, and has furtively manufactured a small number. The Scarab is a very weak fighter - it only has 1 primary and secondary bank, and slightly poorer speed and agility than the Ptah. It is, however, very hard to hit, and makes an ideal covert recon vessel.
