Only just noticed the addition here, and I'm afraid it is incorrect. The "not" condition can still be fulfilled at a later time even when one approaches to within 500m of the unknown, and so the directive will not fail, but simply remain incomplete. This is the reason an article was needed on forcing a failure, as it will not happen with conventional FREDding. Further, the is-event-true SEXP does not work well with directives in its own right, which is a whole other heap of trouble (but not a bug - looked into that and it's retail behaviour that can't be changed).
